The Directorate of Vigilance in Delhi has made a significant move by terminating the services of Bibhav Kumar, the personal secretary of incarcerated Chief Minister Arvind Kejriwal. The order for his removal was issued by YVVJ Rajshekhar, the Special Secretary of Vigilance, citing a case from 2007 against him.
According to the order, Bibhav Kumar's engagement has been terminated "with immediate effect" in accordance with the provisions of Rule 5 of the Central Civil Services (Temporary Service) Rules, 1965.
The decision came following accusations made by a government servant named Mahesh Pal, who alleged that Bibhav Kumar obstructed him from carrying out his duties and verbally abused him.
The complaint leading to this termination was filed back on January 25, 2007, by Mahesh Pal, who was then posted at the Development Authority in Sector 6, Noida. The FIR registered against Bibhav Kumar, along with others, included sections 353/504/506 of the Indian Penal Code, concerning obstruction of a public servant in duty and verbal abuse/threats.
ED questioned Bibhav Kumar earlier this week in connection with the money laundering probe linked to the Delhi excise policy case.
